WHAT IS WOCAF?

In 2025, property owners of the Whispering Oaks subdivision in San Antonio, Texas voted on proposed amendments to the Restrictive Covenants which govern their community. These rules were established by the subdivision's developer at the outset and apply to all residences which are divided into 27 groupings known as Units. Amendments which secured majority approval within a Unit automatically apply to all properties within.


14 Units ratified an amendment establishing mandatory remittances toward the new Whispering Oaks Common Area Fund (WOCAF) which collects monies for the upkeep of common areas such as community entrances and perimeter. As a result, 620 residences (82% of all subdivision properties) must contribute a nominal amount annually ($26 in 2027) to WOCAF. This requirement travels with the land in perpetuity.


The Fund's launch has been delayed until Spring of 2027 and no remittance is required during 2026. Each early March starting in 2027, WOCAF will send invoices to the obligated property owners via their mailing address on file with Bexar Country property records. Remittances must be sent by March 31 each year to avoid penalties. Payments can be made via this website or via mail.

Frequently Asked Questions

No remittance is necessary during 2026. Remittance for 2027 will be $26 and increase $1 each subsequent spring ($27 in 2028 and so on). Payments are due during March of the respective year. Penalties of $1 per calendar month (or portion thereof) are incurred for late remittances.

Remittances help pay for the upkeep of the subdivision's common areas which benefit all properties. Collections can only be spent on actual entrance and perimeter expenses (such as plantings, irrigation or electrical repairs, mowing, utilities, insurances) or operational expenses (such as invoice printing, postage, this website). 


If all obligated households remit, just over $15,000 would be collected. This amount equals about half of the annual budget required to caretake the common areas. The balance is paid by members of the Whispering Oaks Homeowners Association.


Neighborhood volunteers are appointed to oversee WOCAF collections, bookkeeping and statement issuance.

Statements of Account for any obligated property are available for real estate or financial needs. Formal statement issuance incurs a fee of $95 which can be paid via this website and helps defray WOCAF operating costs. Statements are issued within 10 days following receipt of payment. Homeowners who simply need to verify if any amount is due for their property and do not require a formal statement be issued, may send WOCAF a message below.
